Pirate's Revenge Quest

I'm looking for advice on the Lv100 party quest 'Pirate's Revenge'.

 

The quest list says "The party leader must talk to William, the Seadog in Land of Chaos".

I have travelled all over this LV100 map, however I cannot find him. Is the quest really for Lv100? Or is it a typo and it should be for Lv132 Diq?

Theres a lvl 100 quest on same style of 132 but on lower map

Don't suppose anyone know where the NPC is? It says lost island, but i've ran all over it and can't find him ?

Is an small port, at... east center of the map.

U has to pass some mobs for reach there.

 

NOTE: be sure u go the east... because if u go to the west center, u will find an hs ?
