As far as I'm aware, the higher roller should receive the item, right? 
So was doing some Fury today and decided to take a look at the Alert, and i saw this:

People who rolled less were being awarded the items, but not the lesser value, but some sort of randomness on it, is this a bug or actually meant to be like that? Roll for random chance of loot

nop nop! the winner is aleatory bro. not the highest or lowest, you gain a number and have a chance that your number is picked and then you gain the drop.
