Well Cirus is right, There are many things you can do to provide some sort of defence agianst DDOS attacks.

 

Uhm, if that is what I said, then I'm definitely not right. Is there a defense against DoS attacks? Short answer; no. Long answer; kinda, but not really. What it boils down to is a competition of resources. If you have more resources than the attacker, you win. If not, you lose. There are always other methods of attacking you if the attacker is skilled eough, and the best you can hope for on your own is to stop the most common forms. Your best hope is telling the ISP as soon as possible and let them deal with it because they can do things you can't and will generally be very helpful since they don't want this kind of stuff to happen. When you're attacked, it's a safe bet that everyone (who matters) will be your friend.

 

For basic defense, step one is getting a firewall and set it at the edge of your network. Make sure it's good enough to handle at least the amount of traffic that your link can (both ways). Step two, configure the firewall. In this case, since it's all TCP connections initiated by the clients as far as I know, drop everything that is not TCP traffic, and drop everything that goes to ports that you don't expect any traffic on. You can also drop some other packets like SYN-ACKs since you shouldn't be getting them. Step three, make sure the server does not try to create more half-open connections than it can handle, or it may crash completely and do all sorts of nasty things as a result.

 

The above is the most basic thing you as the victim can do without side-effects. The only cost is the firewall if you don't already have one (and why on Earth are you hosting a server without a firewall?). Will it stop DoS attacks? Again, either "no" or "kinda, but not really". There are other things you can do, like enable SYN cookies and IDS software, but you'll essentially be trading one resource for another, and you'll need enough of all of them to be up and running. It'll cost you time and money and it still won't give you complete protection. This is where the resources comes in; if you have more than the attacker then you can afford it. You can force the attacker to commit more resources by doing the same, and hope that he runs out first. Time is also on your side since the longer the attack goes on, the riskier it becomes for the attacker. Once the risk outweighs the gain, the attacks will generally stop. Of course, by then you might've suffered severe enough damage anyway.

For one, you do know this is a forum, right? It has this magical ability to store what we write for some time so that it can be read later when it is convenient. Second, I'm not really suggesting anything. If you host a server, you should already know how to use a firewall. It's more of an explanation for everyone else.
