Simply using lowest settings possible help a lot, also lower FOV a bit, it helps reducing the lag too. Theres an option called "Occlusion Culling", turn it on if its lagging really hard, but it messes the items on the ground, so keep in mind u have to deactivate it later. I understand, I've experienced this in DGs or even in cities. This happens to me sometimes out of nowhere, the FPS doesn't go above 10/15/20. Sometimes it also happens when I put the game in full screen and it bugs the FPS, and even when I go back to windowed mode the FPS remains low, and the only solution I found for this was to close the game and open it again. As for SW, I always go there with everything disabled, FX, shadows, etc. but I leave the graphics/textures all high, but inside there I've never had a problem with the FPS, only in some cities or DGs. But I believe this is because of the Engine that can't keep up with some of the computer's drivers.
