If i understood correctly, to answer your question with my own words, it probabbly has something to do with something not working properly which is why we dont have them yet. Like some other dude said before somewhere in one of so many Quest related topics, for example they may be giving the wrong Rewards or they "simply" have some "quest steps" bugged or something like that, who knows really? So perhaps enabling them may cause more harm to us players than having them off, they could cause some issues to us by not being able to complete them at all, once again, who knows? I have no idea im just giving you random thoughts about it.
