Why low levels bosses are free ?

I don't get it, bosses like babel, Gorgonyte etc..

some times you're on the spot a long time, like ET1 or ET2 making gold, why can someone just show up at boss time and kill without problems ?

Because all bosses are public.

 

If you are doing Quest, you might want to ask whoever come in at boss time to leave it for you to finish your Quest.

I know all bosses are public. But to me not make sense low levels bosses are free too...

I don't see why not free since it is public? Boss drop coin sack hence why ppl still hunting it. Also it is good way to keep low level maps active.

Why should it? It is the boss so I don't think it matters if it is the high-level or the low-level boss. Boss is the boss, everyone should be able to enjoy killing it. Plus without ppl go and hunt boss, those low-level maps would be empty.
