The one who makes the kill with third eye on gets the extra drop if someone that dosent have it on does it it wont drop extra party or not

They will but like in DiQ everyone before used a full third eye party for fast quests if 1 skipped having it on and say he got all the kills rest dident get extra drops for faster quest so you dont "share" third eye with others
