to depopulate ric (ares) and to populate ric (mars & odin)

Gears levels 104 and below should only be sold in ric (mars & odin) or something along that line, maybe even 114 and below.

 

This will reduce the number of afk vendors (personal shops) in ric (ares) that clogged the ric ares area.

 

Also this will facilitate ease of looking for gears, since if you're looking for low lvl gears you know they are  being sold (personal shops) in ric (mars & odin) and for higher level gears it  is being sold in ric ares.

No one buys from Odin.  I have tried to sell there.  Nothing gets sold.  I go to Ares and half the stuff gets bought overnight.
