Tier-5 Rank Up

Hello I'm new around here, played PT before but not this server, i noticed that in this quest u can upgrade a armor that is given to u in the previous one, so I gathered all the stones to do so, but I cant seem to open that special function those 3 NPC have so I started all over again making sure I dont hit that rank up button, did al the previous quest, everysinlge one not just from him, but he does not give me the quest, so is there any option that i can upgrade that armor to its final form.
