attack speed

i have a small question about this. i remember that we can mix weapon to +1 attack speed. At that time, speed attack of fs is 9. so if i use swift axe to add 15% of speed.  the attack speed will be higher than 9 or it only 9?

then with 9 atk speed * 1.08 = 9.72 rounding = 10
