The Double Mining event runs at these times during the day:

Times are in server-time, you can find the current server time at the front page of the website at the bottom right and compare it to your local time, or in-game in the Settings Window (F10).
Double Mining doesn't affect Fishing except for increasing the number of hotspots. If you have suggestions on how to apply Double Mining to Fishing, please make a suggestion in the Suggestions board!
