Question about RESPEC ITEMS

Dear GM.

I have a quyestion about RESPEC ITEMS by CLass's Rune.

That i have a Halloween Sword permanent and i got that from Event Halloween Last Year. That Sword has KS spec and i am wondering Can I use Fighter Rune to RESPEC that Sword become to FS spec?

Permenant Halloween or Christmas Weapons do not have spec therefore it cannot be respeced.
