how do Divine Shield and Godly Shield work exactly?

i hope someone can answer these

 

1.  do godly shield and divine shield work on 2h or just when wearing a shield?

 

2.  if divine shield works on 2h, what matters; block % on shield or block % on 2h sword? (i've heard that divine shield works only when you block the attack)
