well u can go pure, ull kill fast but u wont tank at all

 

if u want to tank a little, put like 100 point on HP

 

maybe VL if u have a PRS

No, it doesn't.

 

It adds 200% over the static damage of the skill.  IN death ray it's a small number, so it adds:

 

200% of a small number = small number
