Holy Valor party buff

might be a dumb question but, how do you get holy valor to work as a party buff? ive tried casting it while in a party and only i get it. am i missing something here?

It work only when you cast it near the party member (very close).

It has a very low range of effect (I always wondered why)

how close? do i have to be basically on top of them to work? seems kinda silly to have it such a short range haha
