x% chain skill means?

So many skills are exlusive, if I cast one it cancels the buff of the other. Yet for a number of classes the build guides say to dump all the points into them. Some have this extra text that says x% chain skill y

For instance on atlanta, Hall of Valhalla says 50% chain Triumph of Valhalla. But I cast both and one cancels the other+ I don't get the benefit of both (or 50% of one). How do these skills work?

 The skill's description that says % chain is the skill buff you have to activate to get both benefits: current cast + the chain in the % indicated. So for Hall of Valhalla you will be getting 23% evasion + 50% of Triumph of Valhalla so [(40+LV/1) x 0.5] added to your max atk power just by activating HoV
