Bitter Ordeal quest

This is the L90 quest that gives you 10 stat points instead of 5 each level up. Is there any sense to doing the L80 Test of Kingdom quest (which gives 7 stat points instead of 5 each level up) before? It's not listed as a pre-requisite or anything. It just seems a little silly to waste time on the L80 quest when the L90 quest will "override" it.

Btw if you could have done it without lvl 80 quest,

Doing the lvl 80 quest will give you 7 stats points for each level after lvl 80

Doing the lvl 90 quest will give you 10 stats points for each lvl after lvl 90

 

So if you don't do the lvl 80 quest you will only get 5 stats points from 80-89 then 10 stats points from lvl 90 => 80-89 = 10 lvls = 50 stats points (no quest) instead of 70 stats points (quest) you will lose 20 stats points in the end, since the 10 stats points will only start from lvl 90.
