RESPEC ITEM QUESTION.

I have a question... I have an item which has good stats.. however it is NS ! I would like to Put into Ata Spec... If.. i go directly to the NPC in ricarten next to premium shop (Master Shalon) and use 2 super dagaz + ATA rune < the item will be spec to ATA? even if... right now NS... Because i have tried just for trying.. a normal spec rune and it told me that failed due item being No spec.
