Priest Skill

Hey... I'm not sure where to post this but I guess I put it here, if not I will change the place...

My problem is my Priest is level 93 and every time I make 'Ice Meteorite' Level 5 it stops working... and it says (Required Level 93).. Why can't I use a skill with the same level as me ?

Last time this happened I had to do Skill Distribute .. So please help me, mostly appreciated.
