Where is the Black Market/Costumes that only come from it???

Hi all,

 

Have been playing for a bit now and keep seeing the notice message about Black Market but can never find it, or the costumes, or even anyone selling them (on Forum Market or otherwise). Can I get some help???

open MAP to see a blue dot,

and that's him

I tried to chase him early on when I started playing WT. I've given up on him long ago cuz I've never got anything good from him ?
