About Stylish Uniform ,(armor)

I saw in ItemList an armor lvl 100 with  1000 Def , 50 abs , 25 organic 25 fire etc... ~ and the special stats 500 def and 25 absorb .. So my question is how can we get the armor? is it by donation?  gm reply plz
