How to upgrade skills for a typical mage.

Hi guys, im a returning player.. i see that they updated the skills etc.

 

im lvl 113. was wondering what skills to level up etc..

Should i have energy sheild at lvl 10?  and distortion at lvl 10?   is mental mastery lvl 10 worth it too?

how about enchant weapons etc?
