Ask about Wisp - atk range reduction, push back?

Hi.
Can anyone tell me what is the benefit of casting debuff: attack range reduction (Assassin) ? 
 

and push back of shadow storm(tier5) Assassin skill doesnt work, is it a bug or i use don’t know how to use?
