can't find coin shop npc

It supposed to be in Pillia (near the premium shop) and Navisco (near the warehouse npc), sometimes it was there and sometimes it wasn't there.

Can anyone help figure me out this issue please?

I think it is not visible till reach a certain level (maybe 100)
