does the attack rating boost from scout hawk count towards skills used or just default att?

Yes As long as the target is within the purview of both standard attacks, like any skill, it will have greater accuracy. But they want more to hit a skill that does not make mistakes? Skills used to say the UP / PVP / HUNT, Wind Arrow, Arrow of Rage Bomb Shot and perforation. Let's face it, have seen some of these skills cited err?
