Apply IPVA on mounts

As Wartale has a lot of taxes, mainly regarding SOD (30%) My suggestion is to apply IPVA on mounts.

Every year in Brazil, those ppl who owe a car need to pay a tax called IPVA, it is 2% of the total amount of the vehicle. As all mounts have their price, my suggestion is Wartale apply the fee of 2% of the total value of the mount. We don't pay garage, stable, water or food, our animals need to be taxed. Also I'd suggest a tax when character is offline, when character is off they sleep in their house, what about claim a rent?
