i got problem with tier5 skill ( precision )

I dont know why i cannot use my tier5 skill i alrdy lvl it to 10 i cant even cast the skill

it show cooldown mode all the time @@ plz some1 teach me what to do

Precision is only for JAVELINS and BOWS, you can cast it only when you use them =).

The others 3 skills are locked .
