Does Attack Rating Affect AOE skills

As title suggested, does Attack Rating affect AOE skills? Im mixing my new bracelet and are torn between the HP vs Attack Rating mixes.

As far as I know, AOE skill always hit. So no attack rating relation. However, some ability evade AOE skill for example ata's Vahalla

well, when you go Beehive and face the Boss 1 - BiDock, his attack lower your Attack Rating a lot, and when i use AOE skill on Boss and Minion around, my AOE skill can miss, so i say YES, it does.

In the guide it specifies when an AoE skill will always hit but there are also others with a chance of Critical So if your AoE ability doesn't give a critical hit you can be sure that that ability never misses and it doesn't depend on the attack rate.

No, You can't miss AoE Skill, but monsters and players can evade it.
