Doubts About Magician

I wonder if the skills "Death Ray" and "diastrophism" the magician has delay  :-\, if they have is from that level that the delay appears?

 

Does someone can pass me a build for magician?

I want a build that kills enough, I spend a build that kills a lot of status and skills  ;D

Ray's death has no delay at all lvs and diastrophism can not get from lv 1.
