1- There is an NPC in Ricarten, close to clan master who sells skill and status reset stones, or you can buy from other players

 

2 - Hair, finds some options in Atlantis and armor can be found at blacksmiths in the cities, the highest level armor found at blacksmiths is from the mystery desert if I´m not mistaken.
