When do bosses spawn?

Phantom.babel in railway of chaos.

It saidnat 00:50  time every hour?

But when I was there it didn't spawn. 

When does he come out?

Phantom babel isn't boss. He like a normal monster. Spawn in Dark hole  in all time. You need fight with monster in a few minutes ( i think 5-10 mins ) and he spawn
