Noob questions

Hi I have tried looking at all the game guides and forum posts but could not find an answer to these couple questions.

1. is the Mech talent "Precision" disabled? I learned it from the skill instructor but cant activate it. I have a mech spec weapon equipped.
2. Where do I craft costumes. I checked each of the npcs listed in the "Item Crafters" page but could not find one that allowed me to craft the hoppy costume.

You cant craft costumes.  they come from events.  you can dye certain costumes but not all of them.  the ones you can dye will have the little "default dye" caption at the top of the stats.  you cant dye a hopy costume.  and the hopy costume comes from the distorted forest event.
