Harvest the Nodes is a gathering quest, but it doesn't work as a fishing quest.

Are you fishing in Refuge of the Ancients?  That is where you have to fish in order to do that first land of the sea quest.  I messed that up the first time I tried it because I always fish in Bamboo.
