Bug quests

I have all the requisites to do the main quests, but now i cant initiate any quest, i talk to several npcs and they just respond things without openning the dialog box to click ok and start the quest...

Ive tried with different quests, in different cities, i've reinstalled the game and it persists, can someone please help? Its really frustrating =/
