its balanced but not to other characters, in my opinion. its balanced to that fighters always get the short end of the stick imo, and ive played fighter mostly as main since my 1st char in 2003. they are still decent chars, but hard to lvl(now just in higher lvls since cyclone does the same dmg at any level) and they get reduced to lurers(as usual), and without good gear they suck in pvp.
