Cant rank up

Hi guys.

 

I hit lvl 60 and got 1 elite skill point and i cant rank up unless i use all skill points but the elite skill point is only for after ranking up?

So what do i do? delete char? any solutions?

You need to have at least 1 point in each skill of the previous tier in order to rank up.

 

So if you need to unlock Tier 4 you need to have at least 1 point in all Tier 3 skills.
