It’s a Tier 5 skill that doesn’t deal good damage, leaves the user more vulnerable, and is slow, making it unusable. It could be part of a combo, deal more damage, reduce enemies’ fire resistance, making it necessary to boost the damage of Flame and Meteor, for example. It could be used from a distance, like the priestess's ability that targets a specific location, and deal more damage than the meteor, even if it has a very long cooldown.
