Talisman description

Good morning, I was hoping to get some clarification and help. The talisman in the coin shop states that it can be used to transfer an account or character however it does not seem to allow for a character to be moved, only the entire account. I purchased it so i could move one of my characters over to a new account and play two characters and I cannot seem to do that. Is this a bug or is this intentional? Picture added to post to show the confusion.
