Barely get any [Defense] on my char

My lvl 85 mech has around 1000 defense and I barely see any [Defense] on this char. When I go to high lvl maps such as Heart of Perum I sometimes see a few, but there are many occasions when defense simply seems to never trigger.

 

For example, when engaging 10+ mobs on Cursed Santuary 1 I can see [block] popping up all the time, but no [Defense] at all for a very long time.

 

Is this some kind of bug? Or is defense really that hard to trigger when facing several mobs?
