Spec Rune question

Hi there, anyone can answer this.

Suposed i have an axe lvl2, with spec rune, this stone works for put an item to lvl1?? or just change def stats (like armor-shield)

anyone tested before?

 

2. Spec Rune: Only restats the spec stats of an item. Does not change the base stats or requirements or spec.

only the spec stat . it can spec your brac to lv/1

each kind of rune only change one kind of statictis of the item
