I'd say keep maximum buy-able level 134.

Why?

Well, before 128, the old items were 120. In order to use 120 items on +20 you had to be 130, therefore we had Level Up until level 130 on coin shop.

 

Now, the old items are 124 and you need 134 to use them at +20.

 

Being able to donate to 134 wouldn't screw the game as it will to 140....

There are hundreds 134+ and only 17 140 (the other 3 bought it).

You can buy Level UP at Coin Shop NPC in-game. Max level you can buy is 140. Go to Coin Shop NPC in-game to buy it. Did you know the price is reduced by how much % you have? So for example if you have 50% EXP, the price of the next level is reduced by 50%!
