probably because mew isnt catchable in the game (until the cheat/glitched was leaked)

 

also, mewtwo was proven to exist, mew was just a legend. pokedex entries only exist for pokemon that are seen/confirmed. if i remember correctly, team rocket(?) cloned mewtwo from mew from a hair they found, but they didnt know if it was actually mew's hair. this is probably also why the other pokemon clones were all identical, but mewtwo looks significantly different from mew
