skill is locked??

Hi guys

Anyone knows why i cant use tier 5 skills? It keeps saying skill is locked when i use them.  I try reinstall the game but still doesn't work.  Anybody experiences the same thing?  :-[

the 2 t5 skill is locked only gm can open it
