lvl 10= no cool down and high damage, though it might miss but at least after it hits you'll be dead.

CL can miss alot too

but i don't play pike

That's why you need high lvl of cl, because it sometimes misses so, the thing is the at least you can still hit only for a couple of blows with high damage.
