Level doesn't matter for tier 3 you need to be 98 to get these skills this level.

And for Tier 4 you need to be level 88 for getting these skills this level.

 

Tier 1/3:

Throwing Mastery level 10

Triumph of Valhalla lvl 10

Windy level 10

Split Javelin 10 ( because you got no 1 on 1 skill and you got some points left, and this is the best 1 on 1 skill you can skill put points in )

Soul Sucker 2

 

Total spend SP=49

 

Tier 4:

Extreme Rage 10

Hall of Valhalla level 3

 

Total spend EP=15

 

Tier 5:

 

Javelin Mastery to level 10.

Amazons Rage to level 10.

 

Not sure what level you need for these 2 skills

 

Javelin Mastery gives you a +3 atack speed.

And Amazons Rage gives you +5 atack speed for 5 mins.

They work on all skills execpt vengeance, so it is really usefull to have a atack speed of 16 with Extreme Rage ( your XP kill skill )
