Boss sheltom question

What makes a boss sheltom so good? like DGS... it gives [glow=red,2,300]add hp lv/10[/glow] and [glow=blue,2,300]add mp lv/10[/glow]. What does this accually mean? u get extra hp and mp for every 10 lvls u are???

you are level 100, then 100/10 = 10hp
