Reset t1-t3 possible?

Started playing today and realized I messed up my t1-t3 skills, as I realized t4+ has insane skills. So the dmg of all t1-t3 is horrible.

Is there a way to reset your skill point to redistribute them? SO I can focus on buffs and passives and skip the rest
