Tier 5 Quest Problem: Locate Npc Good boy, Longbo

Hello again!

 

I'm doing tier 5 quest and at the moment I need to buy the endurance elixir.

I searched for ricarten map and checked that his location should be behind ricarten guards.

But it seems like the great bunch of snow is covering up this npc! =P

Where I can find npc Good boy, Longbo??
