changing skin help please

I would love to create a new look for my char using the robe (im a PRS) that I am already wearing.

 

Is there anyone that can tell me what program to use to read and open the file already existing for the skin of the robe (i know where the file is located, but no program I currently own can open the file, even to be able to just see it and know which is the correct file)

 

I know of course how to photoshop and change the old skin and re-install it in place of the old one... but the problem is actually finding the correct file and opening it.  Is there a program I can get that will be able to read and open in order to edit these files?  I know other people have done it with their hair and costumes...

 

If anyone can give me a pointer I would love it.  Thanks!

The viewer only works the first time you try to view a file.  If you close out and come back to it later, the tga viewer will not let you open it a second time.  Is there anyway I can do to change this?  I deleted the temp files and cookies and even copied everything into a separate folder I can play with and nothing works.
