I use photoshop to do this. Create a new project. Before drawing anything, press CTRL+ALT+I, and you will see the dimension for width and height, choose 32 for both.  The drawing area will become tiny, to work better, press ctrl and + to zoom in or ctrl and - to zoom out. Could be helpful to click twice over the layer "background" in the low right corner, a window will appear, press enter, so the layer will unlock. Some functions are not available if the layer is locked. Create your logo and when it's done, press CTRL+SHIFT+S to save as... and choose .bmp format.

When uploading, don't use Chrome, because that site won't work for this. Try to do it with the Firefox.

However, you can, instead, has an already done image, bigger than 32x32 and not exactly an square. Open it with photoshop. If the image is not exactly a square, if is a rectangle, press CTRL+ALT+C and set the width the same value of the height. The drawing area will become square, but the image will crop. You can select the tool with an arrow sign, to drag the image, so adjust the way you want. You can resize the image without changing the drawing area size, press CTRL+ALT+T, you will notice that some tiny squares appeared around your image, you can use these squares to drag and resize the image. If you want to resize proportionally, hold SHIFT while dragging the squares to resize (It wont work if you not unlock the background layer, use the step explained above to unlock it). After all the work, time to resize the whole image to 32x32, repeat the first part of my tutorial.

Hope it doesn't sound a little confuse, when you are with the Photoshop open, it's easier than it seems.

Resume of the commands:

CTRL+ALT+I = Changes the drawing area AND the image that you opened or drawn to the desired size.

CTRL+ALT+C = Changes the drawing area, but KEEP the image that you opened or draw size. The drawing area will show only a bit of your image if you have diminished the drawing area, in this case, the image still there, complete, you need to drag it to see the other parts that are not showing. Use the arrow tool to drag it.

CTRL+SHIFT+S = "Save As..." function.

CTRL + "+"= Zoom In

CTRL + "-"= Zoom Out

CTRL + T = Free resize of the image.

CTRL + T, then drag the control points with SHIFT pressed= Resize keeping the proportion of the image
